Projects & Technical Support Department/Capital Program Management is responsible for the design, procurement and construction of Pipelines, Distribution and Terminals C1 facilities projects across the Kingdom. The aim is to provide safe and reliable facilities with the highest level of quality and the least cost to the Company. The candidate will primarily lead and manage projects, and its resources to ensure the execution of assigned capital projects scopes of work within the approved budget, and schedule while maintaining quality and safety, within existing and grass roots facilities. This includes project contract development, project proposal, Expenditure request (ER) package development, detail design, construction, commissioning and the turnover of projects.

The successful candidate will be responsible from preliminary engineering to detail designs, to construction, and the final and safe turnover to Proponent. You will manage General Engineering Services (GES) design contractor activities during the development of the project proposal, include definition of project work scope, and schedule requirements. Be responsible for the development of detailed estimates leading to funding appropriation and approval. Oversee the development and preparation of the contracting plan and strategy for solicitation, evaluation, and award of contract for detail engineering, procurement and construction. Consider, such detailed aspects of the construction project as contract strategy, mobilization, logistics, material laydown areas, and contractor mobilization, contractor work requirements, work permits, and change order administration.

B.S. degree in Mechanical Engineering. PMP Certification is preferable.

Hold Seven (7) years of related experience in project management. You should demonstrate the ability to interface effectively with facility planning, technical services, facility operation, engineering and construction contractors.
Be knowledgeable of project management procedures related to project proposal, detailed design and construction of projects. Excellent command of oral and written English. Excellent communication, presentation, interpersonal and networking skills.

The incumbent will manage contractors during preparation of detailed design drawings, material specifications and procurement, and/or construction bid packages. Accurately estimate manpower, equipment, material and support personnel requirements for assigned projects. Coordinate activities and resolve issues among proponents, contractors and other parties to allow construction activities to progress according to plan and final mechanical completion. Arrange and conduct project deliverables review meetings with stakeholders at critical milestones to successfully meet project objectives. Coordinate lessons learned sessions and ensure their accessibility to apply on similar projects. Coordinate VIP (Value Improvement Practices) reviews and their implementation in the design. Read, understand and interpret drawings issued for construction and identify potential inconsistencies between the drawings, specifications and standards, with regard to constructability. Identify all interfaces between the construction of the assigned scope of work, and others and describe interfaces accurately and cooperatively seek agreement from other parties.

Aramco Services Company (ASC) is pleased to provide support for candidates from North and South America interested in careers working for Saudi Aramco in Saudi Arabia. After a candidate submits an online resume for a posted job opening, the resume is reviewed by a recruiter at ASC. If a candidate possesses the required qualifications, the resume is transmitted to the Saudi Aramco hiring organization. In general, the following recruitment process can be expected: Application If a candidate appears to be qualified on the basis of his or her resume, the Saudi Aramco hiring organization will request that the candidate complete an Application for Employment. Saudi Aramco selects the candidates to interview and requests ASC to coordinate scheduling. Interviews may be conducted at ASC offices, via video conferencing, or at recruiting events worldwide. Orientation Because changing jobs is a major decision for most families, both candidates and spouses are required to attend an orientation program, which addresses topics such as lifestyle, housing, schools, and other valuable information about working for Saudi Aramco and living in Saudi Arabia. If your orientation is in Houston, ASC provides the candidate and spouse with advanced roundtrip airfare and hotel reservations. Meals and certain miscellaneous expenses are covered in lump sum at the time of interview to assure that a candidate's out-of-pocket expense is minimal.
