| Projects & Technical Support Department/Capital Program Management is responsible for the design, procurement and construction of Pipelines, Distribution and Terminals C1 facilities projects across the Kingdom. The aim is to provide safe and reliable facilities with the highest level of quality and the least cost to the Company. The candidate will primarily lead and manage projects, and its resources to ensure the execution of assigned capital projects scopes of work within the approved budget, and schedule while maintaining quality and safety, within existing and grass roots facilities. This includes project contract development, project proposal, Expenditure request (ER) package development, detail design, construction, commissioning and the turnover of projects.
The successful candidate will be responsible from preliminary engineering to detail designs, to construction, and the final and safe turnover to Proponent. You will manage General Engineering Services (GES) design contractor activities during the development of the project proposal, include definition of project work scope, and schedule requirements. Be responsible for the development of detailed estimates leading to funding appropriation and approval. Oversee the development and preparation of the contracting plan and strategy for solicitation, evaluation, and award of contract for detail engineering, procurement and construction. Consider, such detailed aspects of the construction project as contract strategy, mobilization, logistics, material laydown areas, and contractor mobilization, contractor work requirements, work permits, and change order administration. |

| B.S. degree in Mechanical Engineering. PMP Certification is preferable.
Hold Seven (7) years of related experience in project management. You should demonstrate the ability to interface effectively with facility planning, technical services, facility operation, engineering and construction contractors. |

| The incumbent will manage contractors during preparation of detailed design drawings, material specifications and procurement, and/or construction bid packages. Accurately estimate manpower, equipment, material and support personnel requirements for assigned projects. Coordinate activities and resolve issues among proponents, contractors and other parties to allow construction activities to progress according to plan and final mechanical completion. Arrange and conduct project deliverables review meetings with stakeholders at critical milestones to successfully meet project objectives. Coordinate lessons learned sessions and ensure their accessibility to apply on similar projects. Coordinate VIP (Value Improvement Practices) reviews and their implementation in the design. Read, understand and interpret drawings issued for construction and identify potential inconsistencies between the drawings, specifications and standards, with regard to constructability. Identify all interfaces between the construction of the assigned scope of work, and others and describe interfaces accurately and cooperatively seek agreement from other parties. | |
